Why would DHS need to purchase and/or commit to purchase 1.6 Billion bullets, the amount of bullets equal to fighting 24 Iraq Wars? You read that right… an agency of the government which operates within U.S. borders (not external) is buying enough bullets equal to 24 Wars.
